Official Passport

The Official Passport is a travel document issued by the Ministry of Foreign Affairs (MRE) to Brazilian civil servants and their dependents who are traveling on official missions on behalf of the Federal, State or Federal District governments.

Who is eligible for an Official Passport?

According to Article 8 of the Travel Document Regulation, annexed to Decree No. 5978, of 4 December 2006, the following individuals are entitled to the Official Passport:

I – civil servants in direct administration traveling on official missions for the Federal, State, or Federal District governments;

II – civil servants of Federal, State, and Federal District agencies, public companies, federal foundations, and mixed-capital companies in which the Union holds a majority share;

III – individuals on missions considered relevant to the country, at the discretion of the Ministry of Foreign Affairs;

IV –assistants to attachés accredited by the Ministry of Foreign Affairs.

Sole paragraph. The issuance of an official passport to spouses, partners and dependents of those listed above is regulated by the Ministry of Foreign Affairs.

Dependents, under the terms of the Brazilian Consular Regulations (Ordinance MRE No. 428/2022) and Law No. 8112/90, art. 197, sole paragraph, may be grantedan Official Passport to accompany the holder on a mission, at the discretion of the Ministry of Foreign Affairs, provided that the requesting agency includes the dependents in the request and that the holder’s mission lasts more than ninety days.

Please note:

  1. Possession of an Official Passport does not automatically confer benefits to the holder;
  2. The passport must be personally collected in Brasília by the holder or a legal representative;
  3. Based on current legislation, the benefits granted, and the possibility of meeting demand, SINTER has established certain criteria for issuing request letters for Official Passports.

We understand that an activity abroad does not automatically qualify as an institutional mission. Therefore, SINTER will evaluate requests based on the following criteria:

  • A clear description of the institutional nature of the mission that justifies the issuance of an Official Passport;
  • The context of the mission and proof that it is not a one-time event;
  • Proof of at least 24 months of prior cooperation with the institution where the mission will take place or is related;
  • Evidence of any entry advantages for Official Passport holders in the country where the mission will take place.
