The Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES), in partnership with the Ministry of Foreign Affairs and the National Council for Scientific and Technological Development (CNPq), has opened applications for the Programa de Estudantes-Convênio de Pós-Graduação (PEC-PG). The program offers scholarships for international students interested in pursuing master’s or doctoral studies in Brazil.
A total of 650 scholarships will be awarded at Brazilian higher education and research institutions: 100 for full doctoral programs (up to 48 months), 350 for sandwich doctoral programs (lasting from six to ten months), and 200 for full master’s programs (up to 24 months).
The application period runs from 14 August to 29 September for full master’s and doctoral programs, and from 1 October to 30 December 2025 for sandwich doctoral programs.
⚠ Mandatory requirement: applicants must have been in their country of origin or residence for at least two years in order to apply. Those currently in Brazil are not eligible.

The Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES) has published a Call for Applications for the Programa de Estudantes-Convênio de Pós-Graduação (PEC-PG), a program developed in partnership with the Ministry of Foreign Affairs (MRE) and the National Council for Scientific and Technological Development (CNPq). PEC-PG offers foreign citizens the opportunity to pursue full graduate degrees or participate in short-term exchange programs (sandwich doctoral program) at educational and research institutions in Brazil.
In this edition, a total of 650 scholarships will be awarded:
- 100 full doctoral scholarships (up to 48 months);
- 350 sandwich doctoral scholarships (6 to 10 months);
- 200 full master’s scholarships (up to 24 months).
The total investment by CAPES is R$ 41 million. Monthly stipends will be R$2,100.00 for master’s students and R$3,100.00 for doctoral students. An additional R$400.00 monthly healthcare allowance will also be provided.
Selection schedule
The selection process begins with the Brazilian higher education institutions submitting their available places by 31 July 2025. CAPES will publish the list of places for full master’s and doctoral degrees by 13 August, and for doctoral sandwich programs by 30 September.
Applications will take place in two periods:
- From 14 August to 29 September 2025, for full master’s and doctoral programs;
- From 1 October to 30 December 2025, for the sandwich doctoral program.

The Universidade Federal de Santa Catarina has been pre-qualified for membership in the BRICS Network University (BRICS-NU), in accordance with CAPES Call for Accession No. 8/2025. The application process involved the participation of the Office of International Relations (SINTER/UFSC), which supported the university’s candidacy by mapping its existing cooperation with BRICS countries.
Following the signing of the Term of Accession by the Prorector for Graduate Studies, Professor Werner Kraus Junior, UFSC is now eligible to receive a pre-qualification certificate. This will enable the institution to submit proposals in funding calls to be published at a later time.
The BRICS-NU mission is to foster academic, scientific and cultural cooperation among higher education institutions from BRICS member countries. In addition, the network encourages joint projects in the areas of teaching, research and outreach. As part of the pre-qualification process, participating universities were assigned to specific thematic areas. UFSC was pre-qualified in the thematic area of Energy. With this confirmation, UFSC commits to actively participating in the network’s meetings and activities; contributing to the development of joint projects, knowledge exchange and holding of academic events; ensuring that student, faculty and research mobility programs are in line with the network’s rules and regulations; and meeting the deadlines and goals established in the collaborative projects.

Joana Célia dos Passos, Vice-Rector of UFSC, at the opening conference of the XVI Afroindoamérica Colloquium.
From 26 November to 6 December 2025, Joana Célia dos Passos, professor and Vice-Rector at Universidade Federal de Santa Catarina (UFSC), embarked on a mission to Mexico City. The mission, linked to the UNESCO Chair on Education towards Racial Equality project, was supported by the Abdias Nascimento Academic Development Program, funded by the Brazilian Coordination for the Improvement of Higher Education Personnel (Capes). The mission’s primary objective, according to Professor dos Passos, was to “strengthen and internationalize research and graduate programs through student and faculty mobility, fostering an academic exchange that builds inclusive and diverse knowledge.”
The Abdias Nascimento Academic Development Program, as outlined in Capes Call no. 16, “is intended to educate and train students who self-identify as black, mixed race, and indigenous, as well as students with disabilities, global developmental delay, and high abilities, in universities, professional and technological education institutions, and research centers of excellence in Brazil and abroad.”
